The Division of Health Access strives to achieve its vision that all people in Utah have fair and equitable access to data-informed health services and systems

We work to increase access to services and providers through the state.
We work to reduce health disparities by striving for the highest possible standard of health for all people but giving special attention to communities at the greatest risk for disparities.

Our offices

Center for Medical Cannabis (CMC)

Our Center for Medical Cannabis helps patients work with trained medical professionals to receive access to safe and effective medical cannabis in Utah. We do this through helping patients apply for medical cannabis cards, managing medical providers who recommend medical cannabis, providing support for the Compassionate Use Board, Cannabis Research Review Board, and the Medical Cannabis Policy Advisory Board, and through partnering with the Utah Department of Agriculture and Food (UDAF) on regulation of medical cannabis pharmacies.

The Office of Health Equity (OHE) is charged with reducing health disparities and advancing health equity in Utah by fostering community partnerships, building internal capacity, and supporting interagency collaboration to expand the narrative on what it means for all Utahns to have fair and equitable opportunities to live safe and healthy lives.

Office of Primary Care and Rural Health (PCRH)

The Office of Primary Care and Rural Health serves as a resource for Utah's rural and medically underserved communities. The office supports health care facilities in rural and underserved communities to recruit healthcare professionals; designates Health Professional Shortage Areas; provides funding to rural hospitals to improve quality and financial stability; provides loan repayment services to healthcare professionals that contract to work in a rural or underserved community; collects and disseminates information on rural health care issues, rural and underserved communities to recruit healthcare professionals; provides funding to rural hospitals to improve quality and financial stability; and implements other projects related to decreasing health disparities and increasing access to primary health care.
